Flood Disaster Overview & Community based Emergency Response & Relief efforts


Disaster Overview:
·         Over 835,575 persons belonging to 220,265 families in 12 districts have been victimized by floods and land-slides.
·         123,732 persons belonging to 32,078 families are presently housed in 334 relief assistance camps.
·         The death-toll has risen to 14 persons.
·         4,110 houses  -partially damaged while 932 houses - completely destroyed.
·         Majority of the victims are from the Batticaloa district, which received a rainfall of 317 millimeters yesterday. This is the highest rainfall recorded in the district for the last 100 years.
·         Areas Affected – Batticaloa, Ampara, Polannaruwa & Trincomalee Distrcits

Community based Emergency Response led by ACJU
A Flood Relief Coordination Meeting was organized by All Ceylon Jammiyyathul Ulama (ACJU)  last night (11.01.2011) at All Ceylon Jammiyathul Ulama secretariat. Most of the major active organizations  in the flood relief program such as Muslim Council of Sri Lanka (MCSL), Serendib Foundation for Relief & Development (SFRD),Muslim Foundation for Cultural Development ( MFCD), Muslim Aid-Sri Lanka, Jammiyathus –Shabaab (AMYS) Al Kafaala  Foundation, Caring Hands, All University Muslim Students Association( AUMSA), , and few other organizations participated.

 In the meeting it was decided to have a central hub here in Colombo to coordinate with all these organization in the emergency response and the relief phase.  Resources and relief items could be organized to the selected focal points in the affected areas as per the strengths and the activity base of the implementing partner organizations. 

The main activities were categorized into 3 areas;
 1) Flood Emergency Relief - field operation 
2) Fund/Items Collection - (Cash & Kind)   
3) Lobbying Government & others (Political parties, Embassies, etc)

Roles & Responsibilities of Partner Organizations
·         ACJU is making a public appeal through the SLBC Muslim service and mosques network for funds and items.
·         MCSL took the responsibility of Lobbying Government & others.
·         SFRD, MFCD, AMYS took the responsibilities of Field operations in the affected areas.
·         AMYS, SFRD & AUMSA also committed to work for catering medical needs.
·         ACJU, Al Kafaala & Muslim Aid would contribute for central coordination & networking.
·         AUMSA, Al Kafaala & MIC in collecting data and disseminating information of the affected people and the needs of them.
A 24 Hour central coordination hub is functioning.
